Article 15 of Law 183/2011, which came into force on 1 January 2012, made amendments to Presidential Decree 445/2000, containing the Consolidated Law on Administrative Documentation: in particular, it states that “Certifications issued by the public administration with regard to status, personal qualities and facts are valid and usable only in relations between private individuals. In relations with public administration bodies and managers of public services, certificates and sworn affidavits are always replaced by the declarations referred to in Articles 46 and 47 of Presidential Decree 445/2000” (self-certifications). 

Legislative Decree n. 76/2020 (Simplification Decree), converted with Law n. 120/2020 introduced (art. 30-bis) a significant innovation regarding self-certifications, which can also be presented to private, having eliminated from the art. 2 of Presidential Decree n. 445/2000 after the word "private" the words: «which allow you». Before requesting a certificate, first check if it is actually necessary.

In compliance with the new regulatory provision, the University exclusively issues stamped certificates that are only valid and usable in private relationships, which will bear the wording required by law: “This certificate may not be submitted to public administration bodies or private managers of public services”.
 
Stamp duty of €16.00 is required:
for the certificate application form (except for the Diploma Supplement);
for each individual certificate (except for the Diploma Supplement).
 
To obtain the certificates you must fill out the application form, which can be:
1.  sent to the email address of the Student Secretary Office of your course of study, attaching a front/back copy of your valid identity document, via:
a personal university account [email protected] for students enrolled or still authorized to use this account
another personal account for students/graduates who are no longer enrolled with a copy of an identity document
 
2. sent to the certified mailbox: [email protected] by certified mail.
 
Within ten working days of receiving the request, the Office will produce a bulletin that will be made available on the personal page of the online secretarial service for regularly enrolled students or sent to the email address specified in the request.

- collected at the counter  by appointment

- sent to your home, which must be correctly stated on the request. It will be sent by registered mail.

The estimated cost is €10.00 for shipping to Italy or €15.00 for shipping abroad. The University of Milano-Bicocca does not accept any responsibility for the non-delivery of documents.

The Diploma Supplement (DS) is a document that supplements the official qualification obtained on completion of a course of study at a university or higher education institution. It provides a description of the nature, level, context, content and status of the studies undertaken and completed by the student according to an 8-point standard model, developed by the European Commission, the Council of Europe and UNESCO. The document is written in both Italian and English.
Graduates may request it according to the regulations set out in Ministerial Decree 270/04.
 
To request the Diploma Supplement you must fill in the application form which, without affixing a duty stamp, can be:
delivered to the Career Management Office counter of your course of study, in building U17, in person (or through a third party with an identity document, unstamped paper proxy and a front/back copy of the applicant’s identity document);
 
sent to the email address of the Career Management Office of your course of study, attaching a front/back copy of your valid identity document, via:
 
a personal university account [email protected] for students enrolled or still authorized to use this account
another personal account for students/graduates who are no longer enrolled
 
sent by certified mail to the University’s certified mailbox: [email protected] 
 
The Diploma Supplement is issued, free of charge, normally within 15 days of application.
It can be issued in two formats:
- PDF format: sent by email as an attachment;
- paper format, with stamp and signature on the original document: for collection at the counter or sent to the address provided by the applicant.
 
The collection method must be correctly specified on the request. If postal delivery is requested, it will be sent by registered mail. The estimated cost is €10.00 for shipping to Italy or €15.00 for shipping abroad.
The University of Milano-Bicocca does not accept any responsibility for the non-delivery of documents.

Public administrations and public service managers are obliged to accept self-certifications, under penalty of breach of official duties.
Stamped certificates are only valid and usable in relations between private individuals.

The Legislative Decree 76/2020 (art. 30-bis) has made self-certifications also valid in relationships between private individuals, amending articles 2 and 71 of Presidential Decree no. 445 /2000.

What are self-certifications

Self-certifications are divided into declarations in lieu of certification (Article 46 of Presidential Decree 445/2000) and declarations in lieu of an affidavit (Article 47 of Presidential Decree 445/2000).
With the declaration in lieu of certification you can declare a series of statuses, personal qualities and facts, expressly provided for by law, in place of the normal certifications.
With the declaration in lieu of an affidavit, you can declare statuses, personal qualities and facts, including those relating to other persons, of which the person concerned is directly aware (subject to exceptions expressly provided for by law) and which do not fall within those subject to the declaration in lieu of certification (listed in Article 46 of Presidential Decree 445/2000).
It is important to remember that the person concerned is personally responsible for what he or she declares: if the Administration has a well-founded doubt as to the truthfulness of what he or she has declared, it is required to carry out appropriate checks and take any necessary measures.

What they look like

You can log into Student Services Online and download and print a series of self-certifications (in italian) pre-filled with user data by the system. 

The form can be:

1) delivered personally or by a delegated person with a written proxy and a front/back copy of the delegating  identity document

2) sent via email attaching a front/back copy of the valid identity document using: 

- university mail @campus.unimib.it for registered students

-  certified mail to the PEC [email protected]

- another personal account for students/graduates no longer registered

- uploaded during the admission/enrolment processes
