Health and Safety Officers

The management of health and safety at the University is entrusted to a number of institutional roles, listed below, to whom Legislative Decree 81/2008 and subsequent amendments assign specific tasks and responsibilities.

The Rector, Prof. Giovanna Iannantuoni, is identified as the Employer, as she holds the employment relationship with workers and is responsible for the organisation of the University.

Within the organisational structure, Managers for health and safety have been appointed. Their responsibilities include implementing the Employer’s directives, organising work activities, and supervising staff and users.
These roles are assigned to Area Managers and Department Heads.

RADRLs collaborate with their designated Manager, Supervisors, the Health and Safety Officer (RSPP), and the Occupational Physician to ensure health and safety for their working group, by carrying out the following:

  • Identifying hazards when new experimental activities involve new equipment/processes/substances, and reporting them to the Health and Safety Office

  • Implementing preventive and protective measures and supervising their correct application

  • Drafting safety-related operational procedures, good working practices, access protocols and safety rules

  • Identifying all individuals exposed to risks

  • Collaborating with the Health and Safety Office to update the Risk Assessment Document (DVR) when significant activity changes occur

  • Minimising risks in line with advances in technical knowledge

  • Informing, training and instructing all exposed individuals on specific risks and the safety measures to be adopted

The RADRL role may correspond to:

  • The academic staff member formally identified as the person in charge of a laboratory

  • The person responsible for teaching or research activities in a laboratory

  • The lecturer responsible for a course involving lab-based teaching

  • The person in charge of teaching or research activities carried out outside the University

  • The thesis supervisor (including PhD) or co-supervisor responsible for student research activities conducted at external institutions, except where the student is formally under the authority of the external entity.

A Supervisor is someone who, by virtue of professional skills and hierarchical/functional authority appropriate to their role, oversees work activities and ensures the implementation of directives, monitoring compliance and exercising a functional initiative.

At the University, the following are considered Supervisors:

  • Classroom teaching staff

  • Unit and office managers

  • Other individuals specifically identified by RADRLs and Managers

The Occupational Physician works with the Employer in the risk assessment process and is appointed to carry out health surveillance.

University Occupational Physicians:

The Health and Safety Officer, supported by the Health and Safety Team, assists the Employer in organising activities to protect the health and safety of workers and users.

Main duties of the Health and Safety Office (SPP):

  • Identifying risk factors, assessing risks, and proposing protective measures

  • Developing training and information programmes on health and safety

  • Participating in consultation meetings and the annual health and safety meeting (Art. 35, Legislative Decree 81/2008)

  • Supporting RADRLs in fulfilling their responsibilities as per University regulations

  • Analysing non-health-related accidents

  • Providing support for event planning

  • Assisting with the drafting of policies and regulations concerning safety matters

  • Preparing the Interference Risk Assessment Document (DUVRI), together with the Responsible Officer (RUP) or technical contact for tenders, identifying safety measures and related costs

  • Drafting and updating the University Emergency Plan and supporting evacuation drills

  • Supporting the University’s RADRLs in preparing notifications and authorisations for the use of Genetically Modified Microorganisms (GMMs), as per Legislative Decree 206/2001

  • Collaborating with University Radiation Protection Experts in fulfilling the obligations under Legislative Decree 101/2020

  • Working with Workers’ Safety Representatives (RLS) through joint meetings and inspections

he University’s organisational system for health and safety is participatory, and workers play a central role. A "worker" is defined as anyone performing work-related activities, regardless of contract type.

This includes:

  • Academic and research staff

  • Technical and administrative staff

  • Research grant holders

  • Thesis students, PhD candidates, postgraduates, interns, scholarship holders using teaching or research laboratories

  • Personnel from other organisations working in University facilities under specific agreements

  • Students engaged in laboratory activities

Workers must:

  • Take care of their own health and safety, and that of others in the workplace

  • Follow all instructions and safety guidelines

  • Use machinery, safety devices, and equipment properly

  • Report any faults or hazards

  • Refrain from unauthorised actions or tampering with safety systems

  • Undergo medical checks when required
