Biography
Edoardo Raffiotta, who holds the National Scientific Qualification as Full Professor of Constitutional Law, is currently Associate Professor in the Department of Business and Law at the University of Milano-Bicocca, where he teaches Public Law and Innovation and Artificial Intelligence Law.
By Decree of the President of the Council of Ministers of 6 May 2026, he was confirmed as one of the thirteen experts tasked with drafting the next national strategy on artificial intelligence, in support of the Undersecretary of State responsible for Innovation, for the 2026–2028 period. He was also a member of the same committee that drafted the national strategy on artificial intelligence for 2024–2026.
He is also a member of the Public Law and Policy Research Center at the University of California, Berkeley School of Law, where his research focuses on the legal aspects of artificial intelligence and cybersecurity.
Since February 2026, he has served as Legal Advisor to the Parliamentary Intergroup on the Space Economy.
He is a founding member and coordinator of the Scientific Committee of AIRIA, the Association for the Regulation of Artificial Intelligence.
Since 5 July 2024, he has been a "Member of the Multidisciplinary Scientific Committee composed of distinguished experts," established at the Presidency of the Council of Ministers, Department of Public Administration, which is responsible for guiding and overseeing the training program on Artificial Intelligence applied to public administration (the www.syllabus.gov.it project).
In October 2023, he was elected by the Milan City Council, by a two-thirds majority, as a Member of the Board of Guarantors of the Municipality of Milan.
From 2021 to 2023, he served as Legal Consultant to the Italian Data Protection Authority.
Since 2011, he has been Co-Director of the Italian-Spanish Seminar on Constitutional Studies, which he founded and promotes together with colleagues at the University of Granada and the University of Murcia.
He previously also obtained the National Scientific Qualification as Associate Professor of Administrative Law (SSD IUS 10) and of Comparative Public Law (SSD IUS 21).
